Procedure for the recognition of Doctor of Science/Diploma of Doctor of Science obtained abroad

 Procedure regarding the automatic recognition by the University of Medicine and Pharmacy of Craiova of the title of Doctor of Science and the doctoral degree obtained in accredited foreign higher education institutions

 

General provisions

      1) UMFCV recognizes, in accordance with the legal regulations in force, the doctoral degree and the title of doctor of science or in a professional field, obtained at:

a)     accredited higher education or research and development institutions from a Member State of the European Union, the European Economic Area and the Swiss Confederation;

b)   accredited higher education or research and development institutions included in the List of prestigious universities in other states, approved by order of the Minister of National Education and Scientific Research, periodically updated;

c)    accredited institutions of higher education or research and development covered by an international convention on mutual recognition concluded at intergovernmental or inter-university level.

2) The National Centre for the Recognition and Equivalence of Diplomas, hereinafter referred to as C.N.R.E.D., recognizes doctoral degrees and doctoral degrees in science or in a professional field, obtained at accredited higher education or research and development institutions abroad, other than those referred to in paragraph. (1).

3) The University of Medicine and Pharmacy of Craiova may request the CNRED's opinion on the recognition of the title of Doctor of Science and of the degree of Doctor.

(4) UMFCV shall permanently cooperate with C.N.R.E.D. for the recognition of the diplomas referred to in para. (1) and send to the C.N.R.E.D. a centralized situation of the applications for recognition, if applicable.

    (5) Recognition by UMFCV is carried out, on the basis of its own procedure approved by the institution, with the approval of MEN-CNRED, if applicable, for the purpose of enrolment in postgraduate programs, obtaining a habilitation, or occupying a teaching or research position in one of the institutions or units mentioned above.

 

Documents needed

·        The file for the recognition of doctoral degrees obtained abroad by accredited higher education institutions or public and private law units and institutions included, according to the legal regulations, in the national research and development system includes:

a)   application for recognition;

b)  identity document - copy and proof of change of name - copy and notarized translation (if applicable);

c)    doctor's degree and its certified translation;

d)   the notary's declaration that the act of studies is authentic

e)   certificate of authenticity of the diploma from the issuing institution.

f)     declaration for data processing in accordance with GDPR regulations.

g)   other documents, if any, brought to the applicant's attention within 10 days from the date of registration of the application.

·        Study documents subject to recognition are authenticated with the Hague Apostille for states that are party to the Hague Apostille Convention, and for other states, study documents are authenticated or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or supralegalization is permitted by law, by an international treaty to which Romania is a party or on the basis of reciprocity.

 

        Application deadline

·        The deadline for processing the application for admission to the UMFCV is 60 days from the submission of the complete application.

     

       Deadline for appeals

·        The applicant may lodge an appeal within 5 days from the date of notification of the result.

 

·        The UMFCV shall establish a committee to evaluate the application for recognition and give a decision on the application for recognition submitted with a view to issuing a decision.

 

 Final documents:

·        Recognition file evaluation committee report

·        The decision of recognition or non-recognition issued by the management of the UMFCV.

 

The recognition of the doctoral degree and the title of doctor of science or in a professional field by C.N.R.E.E.D. is valid and has legal effects throughout Romania.

 

The UMFCV Senate may determine the amount of the file evaluation fee at UMFCV level.
